How many people have regularly read all three, to be able to make a meaningful comparison? I’d say the best is Lasker’s Chess Magazine.

we had more than 1.000 readers and more 4000 visits last sunday for the final of italian championship won by GM Godena (2522) against MI Fabiano Caruana (2474 ,14 years).
Usually we have 500-600-700 different readers every day
I have not read it, but I have heard the State of Georgia (USA) Chess Magazine has consistently won Awards and Honors.
I have only read Chess Life and Massachusetts Chess Magazine. Both seem to have gone down hill in recent years.
I believe Britain has a monthly chess magazine.
It is not so easy to have a really top notch magazine today with the internet able to provide so much so quickly. The internet makes the magazines seem like old news from the ancient past.
Britain has two that I know of: the crytically named “Chess” and the almost equally abstruse “British Chess Magazine” (the latest issue of which has a certain J. Polgar on the cover). The former has a generally lighter tone than the latter, which some people find too dry (though personally, I prefer it). There’s also “Kingpin” (which certainly couldn’t be accused of over-seriousness), though that’s every four months (I think) rather than monthly.

I am french and read Europe Echecs sometimes ; the analyses of the games are interesting but I find the tone of some reports extremely dubious, biased and sometimes even aggressive. (I prefer NIC, which can not be considered a notional monthly magazine)
New In Chess
As a frequent visitor to Germany, I’m always amazed at how many chess magazines are on sale. My favourite is Schach. It normally reviews one or two tournaments, it has book reviews, a puzzles column (5 pages long!), a problems and studies column (3 pages), and plenty of other interesing articles. However, I often read the same game annotations in NIC, Schach and Chess (the English chess magazine).
Another wonderful German magazine is Kaissiber. It concentrates on analysing either old or weird openings. You can get a flavour of what its like by reading Stefan Bucher’s Chess Cafe column.
There’s a beautifully produced magazine called KARL, that publishes articles about the arts and chess. It’s printed on high quality glossy paper, and they have gorgeous black and white photos in it. However, I’ve never read it, as its too much German text and not enough about chess moves for my taste.
There are two other monthly magazines, Rochade and a magazine for juniors. Rochade is a cheap and cheerful magazine, no glossy print here.
What is truly amazing, is that in all major train stations, you can find a newsagent where all these magazines are on sale. Oh, and quite often, you can also pick up New In Chess, if your appetite has not been sufficiently whetted!

64 – some very good people writing in it.
It has a great website to go with it, online coverage of ongoing tournaments, and great review of all chess activities around the world.
wow nobody mentioned the British magazine Chess….i consider it probably second only to New in Chess
New in Chess is the best, “64” is not bad.
Chess (UK) is definitely the best if you are looking for a good read. The old back issues are even better. It’s a great mix of seriousness and fun.
Peon de Rey is also a good read. The others I’ve read, like Europe Échecs and Chess Life, don’t have the same whimsical, literary quality which I enjoy so much in the first two.

64 is probably the best and then Chess Life
New in Chess is good but too expensive for me. Membership in USCF brings membership plus a magazine for less money. Well I have not checked the present prices, but it has been that way for a long time.
I receive New In Chess and Chess Life. NIC is not monthly so I can’t vote for it so I reckon 64 is the best monthly mag.
SCHACH (Germany)
National and Monthly seem to be somewhat arbitrary constraints, however I’ll respond anyhow.
“New in Chess” is the absolute best periodical in English –
nevermind that it’s not monthly.
If it must be monthly, “British Chess Magazine” would get my vote.
Concerning National, many state magazines are much better than the USCF’s “Chess Life”.
For example, “Illinois Chess Journal” is excellent.
