Verdict on chess cheating this week

Jamshedpur, Dec. 11: The fate of Umakant Sharma, the chess player caught cheating using an electronic gadget last Tuesday during a FIDE tournament, is expected to be decided at the executive council meeting of All India Chess Federation (AICF) this Saturday.
The AICF has asked Sharma, a resident of Vidyapati Nagar in Jamshedpur, to brief it about the incident and also collect the seizure list from the organisers of the Air Marshal Subroto Mukherjee All India Open Fide rating tournament in Delhi.
“Sharma contacted me and asked what to do. He claimed that he was innocent. But we would like to know every details,” said N.K. Mishra, the joint secretary of AICF.
Sources in the East Singhbhum District Chess Association (ESDCA) seemed surprised over the phenomenal rise of Sharma as a chess player.
According to ESDCA secretary R.S. Prasad, 24-year-old Sharma, employed with the railway in Chennai, has played several FIDE rating tournaments in Goa, Sangli, Madurai, Chennai, Delhi and other locations over the past one year. He has registered wins in most of these tourneys. Still his present rating is surprising,” he said.

Is there anything related in the World Chess Federation Laws, regarding use of external help? Or is it a local matter to decide? Does USCF have some helpful guidelines? What about that Cheaters Convention posted some time ago, any useful follow-up?
They’re going after this cheater, but Topalov remains unpunished for his violation of FIDE Ethics rules. I guess it helps who you know.

I am checking just now the FIDE web…everyone can verify the surprising rise of Umakant Sharma, from 1933 in Jan´06 list to 2484 in the Oct´06 list(yes,more than many strong IMs):550 points in ten months!

If one championship means 9 games,he cheated in SEVEN championships in 2006.
Seven is a lot for me…i think he must be expelled forever from the international federation.

He might have cheated in seven, but he was only caught in one.
Well, he won 7 tourneys means he won 7 first prizes.. thats a lot of money.. so I’m not surprise he or anyone else would cheat to win in chess.
This guy is an idiot. He is smart enough to cheat, but din’t he realize that such a huge gain in such a short time would go un-noticed

his expected rating change is 231.9, so he was due to go up to 2716 on the next list! From 1900s 9 months ago! It does look ridiculously bad, I wonder how he got away with it for so long?
There needs to be much better detection of cheating somehow.
Actually, that rating expectation was the probably the change that already happened, (the same number precisely) I think that they wrongly say exp there. But still the last 6 tournaments look very suspicious.
Cheating and winning is the same as theft. Cut off his dominant chess hand.
So do we get to see the USCF do the same with Steve Rosenberg?
Cheaters are not only the ones who’s elos rise to the stars, cheaters are also ones who don’t play chess and keep a virtual elo. Think about it. In tennis you would get banned after playing nothing for a year, your elo and rating position would disappear, it should be the same in chess. Booooooooooo.
