4.e8Q+ Kg4 (4.-Kh4 5.Qe1+) 5.Qe4+ Kh5 6.Qh1+ followed by Qg1+ picking up the rook. That should hold it.
1. Rxh3 is forceful. Therefore
I am with Trefor. White wins.
1. a7 is refuted by 1..Rc8+ 2. Kxh7 Rc7+ 3. Kg8 Rxa7 4. Rxh3+ Kg4 and Black with the Bishop and Rook can stop the remaining White Pawns. So 1. a7 leads to a Draw.
That is of course if I saw the position right.

2. e2 is a blunder. That way black can play Re3 followed by Bf3 and stops both white pawns.

and white is better!

2. e7 … Re3
anyway, in this line
2. a7 … Rxa3
3. e7 allows Re3
and
4. a8=Q is followed by Rxe7
when Black is not winning, but is still alive.
Instead in the line beginning with
1.e7 there is the first line proposed which ends in a straightforward win for White, and the answer
1…. Rc8+
which is replied with
2. Kg7
