My guess would be black’s only move is the rook to D8, and then try to give perpetual check and pick up pawns as he goes. So I’d guess draw, there’s no way he can win all the pawns giving the rook up at some point i’d guess. But I’ve been wrong before. 🙂
How can it be a loss for Black if you’re telling us it’s Black to move?

now if white tries to queen the a-pawn with Kb7:
2. Kb7 Rd7+
3. Kc8 Rd8+
4. Kb7 Rd7+
5. Kb6 Rd8
and white cannot make progress.
or if 2. g7
black keeps checking the king with the rook. the only way to avoid the checks is to go to the 5th rank. at that point, black brings the rook to d8. e.g.,
2. g7 Rd6+
3. Kc5 Rd8
or
2. g7 Rd6+
3. Kc7 Rd7+
4. Kb8 Rd8+
5. Kb7 Rd7+
6. Kc6 Rd6+
7. Kc5 Rd8
now if 8 a4, then 8… Ra8, 9. Kb6 Rd8
d6+ also doesn’t do much. if the white king is on the 6th rank, black can take the pawn with the rook, on check. else, if the white king is on c5, play …Kd7

This is hardly much of a puzzle, surely? White queens h8=Q next move, Black has nothing here.
If … Rg1, then Kh3 and h8 next move
If … Ke3, h8Q Rg1, Kh3, Black still has nothing…
Have I missed something?!?

1. … Rd8 should hold the draw
i don’t know that the board was reversed.LOL
The trick is in the board direction, black attacks down up.
