f4 to trap the black rook and then go for the a and b pawns
1.Re8 Rxa4 2.Rxe7 Kf8 3.Rxh7 b5 4.h4 b4 5.Rb7 Ra1+ 6.Kg2 Rb1 7.b3 h6 and white will win
White can play Rook to square e8, inevitable capturing the black pawn on its next move with a check. The other King will have to move and waste time. White can then use this time to plan how to promote a Queen and force checkmate.
Definitely f4, almost without thinking about it: traps the black rook. Black can advance the h-pawn to h5, and get the rook out via g6-h6-h8, but this takes a lot of time:
1. f4 h5 (what else?)
2. Rb8
White could play Kf2 first, but there is no real difference:
2. …..Kh7
Probably a bit better than h4 3.Kf2, but is still too slow:
3. Rb6 Rg8 (freedom at last!)
4. Rb7 Re8 (maybe not free)
5. Ra7 and this should be quite easy to win since black’s pawns are all weak, white has an outside passer, and black’s king is in jail.
1.f2-f4 … 2. Rd8-e8 … and so on is probably the better line.
The simple 1. f4 cuts off the Black rook’s easy access to attacking White’s loose pawns or defending Black’s a and b pawns.

probably in my previous line i was wrong with 1. …Re8, better is 1.f4! to lock black rook and after Re8.
Of course one starts with 1. f4 depriving black rook’s involvement.
Looks easy. Just play 1.f4 and black’s rook becomes a paper tiger compared whit whites rook.
1. f4 traps the BR on the K side and gives White free hands on the Q side winning.
1. f4 to lock in the awkwardly placed rook. Whit can pick off the Q-side pawns with his rook from b8, etc. and then march a passed pawn always keeping ready to move the rook back to the 8th rank and lock out the black king or rook.
1.f4 cut the way of the rook.
The rest of moves are simply capture the pawns on the queenside…

f4 traps the rook and then the White King marches to h4 which leads to zugzwang.

This not only saves white’s a pawn, but more importantly, put black’s rook in prison. Then, white will have time and choice to take on black’s e pawn or b pawn with his rook.
1.f4 leaves the black rook out of play. Then white can calmly proceed to win the king pawn and the game
