The controversy was related to the game Kamsky-Ivanchuk, played in round 7… The official site informs 0-1 in the game section, but it seems that actually Kamsky was the winner (1-0), and so Domínguez is the new blitz world champion!
TWIC informs that the pgn of the referred game is incomplete.

Rafael Vaganyan was the runner-up (it was the reason that he was invited in this year tournament).
Anand tournament in 2000 was not FIDE World Blitz Championship.
