1) h5, Ke6;

3) f5, now the black King cannot move on the g column and has to allow the promotion.
Is it right?

White wins, the critical line being 1.h5 Ke6 2.h6 Kf6 3.f5! and black is in a curious zugzwang. Capturing the pesky f-pawn or retreating the king allows the h-pawn to promote whereas 3…a1=Q+ only defers the inevitable. Pretty impressive how tricky this apparently simple pawn endings can be…

the king is forced to move “outside the box” allowing the h pawn to advance to promotion.

Interestingly, if black’s f pawn ws on f6 instead of f7 then black would win with a king walk to c2.
Thomas shows the line, but now 5. h8=Q doesnt work because the black pawn at f6 blocks the queen from the b2 square so now:
5. — b2+
6. Ka2 b1=Q+
7. Ka3 Qb3 mate
So, black pawn on f7 is win for white, black pawn on f6 is win for black
I think that the line posted by the 3rd anon brings to a win for black and not for white!

but after 2) f5, black can simply move Kxf5 and then also the h pawn is lost.

Amazing, the key is the configuration of the pawns so that the king cannot pass, for instance for the black king at f6 to have the white pawns on f5 and h6:
1. h5 Ke6 2. h6 Kf6 3. f5 and because of zugzwang black loses, he will have to move the king so the pawn coronates.
F4 stop the king from getting the pawn on the h file before it get to queen
