I was about to board a flight when I made this post. Therefore, I had to keep the explanation short. I just added a few more things to make more sense for Wesley’s fans and supporters.
Below is the letter from Grandmaster Wesley So to the President of the NCFP. Wesley offered last year to represent the Philippines one last time at the upcoming Olympiad in Tromsø if the NCFP consents for him to switch federation immediately after the Olympiad.
This offer was not accepted (ignored). Therefore, Wesley had to follow proper FIDE procedures by filing the necessary paperwork, and not competing in official FIDE events for 2 years. Because of this, he will not be able to play for the Philippines in Norway.
Wesley made no deal with the U.S. Therefore, there can be zero expectation that the US will pay the 50,000 euros to the NCFP. He definitely could not afford to pay this fees from his own pocket as a full time college student. He also heard nothing from the NCFP President, even though the deadline to register for the Tromsø Olympiad was June 1, 2014, more than one week ago.
This was an agonizing personal decision for Wesley. But it had to be done. He really wanted to represent the Philippines one last time. But it was not meant to be as he did not receive the green light from the NCFP in consenting the switch. Now that the deadline has past, it is too late. Wesley went on to make other chess commitments.
Wesley takes his chess very seriously and he cannot afford to let his career flounder without any communication or direction from his national federation. Because of this, he told me that a move had to be made. By writing this letter, Wesley hopes that the NCFP will not stand in the way and delay his progress toward the top 10. For his sake, I hope so too.
Dear Cong Pichay,
I would like to share my thoughts about changing federations. I hope you have the time to read my letter. I appreciate your understanding in advance.
First of all, I would like to thank you for your past support. I am proud to be Filipino, and I will always be a Filipino at heart. I will never forget where I came from.
However, circumstances have changed. My family has permanently moved to Canada. I now live and attend school full time in the United States (at Webster University). I plan to reside permanently here. This is where I will have the opportunity to improve my chess, and make a decent living as a professional player. I want to be able to play in top level tournaments … to get to the next level.
I have filed the paperwork to switch federation to the US last year. I respectfully ask that you grant me this opportunity and consent my transfer.
If you choose not to approve my transfer request, I have no way of paying the 50,000 euros fees to the NCFP. Therefore, I will have no choice but to sit out another year to fulfill my full two year waiting period so no transfer fees are needed. This will not benefit the NCFP at all. However, it will severely slow down my progress by not being able to play in official FIDE events such as the World Cup, World Blitz and Rapid Championships, etc. I will be forced to miss the next World Championship cycle.
Because of the 2-year waiting period rule of FIDE, I am not able to compete in the World Rapid and Blitz Championships in Dubai next week. I will also not be able to compete in the upcoming Olympiad in Norway.
This is not an easy decision. But it is the best decision for me to have a chance to be a top 10 player in the world, and perhaps one day fight for the World Championship crown. I hope you will support my decision and allow me to make this change immediately so I can have a chance to chase my dream without losing more valuable time at this very important age.

Its not the issue whether the NCFP officials currupt or not… And yeah sure sad but true it is known traits of some of us… But we should look at the rational reasons why they ignore or ddnt give consent. i can give u a posible main reasons.. 1st as a filipino we have a duty to our country.. Its clearly stated in our national anthem… U can translate it and focus on the last verse… We sang this with all our heart and with sincerity.. So for wesley hope u get this point.. I dont know what ur reason as well for its our tough decision that made.. Its not that selfishness or self interest..but its a self respect for our country.. This reasoning is stupid and oppressive in nature. Just because Wesley So is s Filipino in no way obligates him to keep Filipino citizenship or live in Philippines for all his life. Here in US we have so many Filipino immigrants, many of whom are very qualified nurses. Are you suggesting that they also have to stay in Philippines and are breaking some moral code by coming to US to live and work?
This is absurd! You also contradict yourself in same post. You write that Wesley has a responsibility to “father land” because he is a Filipino, but in another paragraph you say “U have all the potential…but not a heart of Filipino.”

That is by far an excellent decision you made Wesley So, switching Federation from Philippines to US, we support your transfer. There is no point to stay with NCFP headed by a corrupt politician Prospero Pichay back up by fellow Filipino GM’s with crab mentality like GM Gonzales. If switching to the US will improve your chances of moving upward in the ranking then go ahead. We know that even if you represent the US in chess competitions you will still be Filipino at heart and you will always be as the best Philippine chessplayer ever in the same breath as GM Eugene Torre. PAGING US Chess Federation: # 15 Wesley So will be transfering to your federation and needs 50,000 euros transfer fees before being able to play for the US Flag in chess competition. Can anyone shelve some? Mr Rex Sinquefield perhaps can throw some 50 k euro to hasten the transfer. The US lost Caruana to Italy at least we can somehow compensate the loss by taking in Wesley So. Imagine having Nakamura, So and Kamsky in Chess Olympiad 3 above 2700 plus GM representing the US it would be great. Hope any officials of US Chess Federation or Mr Sinquefield read this.
Is it my understanding that as per Fide rules during transfer and in case of non consent by present federaration to new federation, Wesley So will not be able to compete in Fide events that would entail representing the Philippines. Are these events limited to team events or include individual events? Like Wesley So will not be able to compete in the World Bliz and Rapid Championship in Dubai, Tromso Chess Olympiad in August, World Cup next year, Zonal Championships etc? I’ve got 200 bucks ready to go and all I would want is a sign letter of thanks from GM So, possible World Champion. There is little to no doubt in my mind the chess community (not big donors or organizations) would be able to get that money together before the summer is up.

GM Wesley So has two options. (1) If the Philippine Chess Federation CONSENTS to his transfer from Philippines, he can play for the United States of America Flag after transfer papers submitted to Fide is complete with NCFP CONSENT (2) If the Philippine Chess Federation REFUSED to give its CONSENT as in the case now, GM Wesley So has to pay the Philippine Chess Federation 50 k euros as transfer fees (for of release fee) OR if he does not have the money to pay the transfer fee of 50 k euros, he sits out for 2 years and desist from representing the Philippines in Fide Sponsored Events (eg World Chess Olympiad, World Cup, World Cup Qualifications like the Zonals, Candidates Masters, Fide Grand Prix Series, World Rapid and Blitz Championsionship, ASEAN or ASIAN games and any other Fide sponsored events. But he can play in Fide sanctioned events and he cannot represent the Philippines in any international chess events (akin to the case of stateless person). In any case, since GM Wesley So request for transfer had been filed last year, he has 1 more year left to comply with the 2 year waiting period if his previous federation did not give consent or he is unable to pay the 50 k euro transfer fee to NCFP.

GM Wesley So needs $ 68,200 as transferr fee so he changed federation from the Philippines to the United States Chess Federation and start playing under USA Flag in international chess competition. There’s no argument Pichay as President of the NCFP looking for the best interest of everyone. But is he? For the first time since Eugene Torre, we have a world championship contender with the best chance of giving the PHL its first ever world title in chess. The least Pichay could have done is to take care of this golden asset in Wesley owing to his vast potential. But ever since he lost in the 2010 senatorial elections, he has practically abandoned Wes.
There’s no problem if Wes opted for US citizenship, it’s whats best for him and his family. But since he’s a dual citizen, he can still play for the PHL. But because of the lack of support, he opted to ship out because he has no future here.
PHL basketball spends much on naturalizing American players to become Filipinos. Basketball is a team game and no one player can win a title. Yet, the basketball sports head is willing to spend so much to collar a topnotch American cager to reinforce our team.
Wes is a homegrown gem. The only thing he was asking for is financial support. Chess is a sport where individual honor is made. That one player can actually give so much prestige to the country on his own, and Wes has done that already. Why Wes has to be treated in equal footing with the other local chess players is mind-boggling. Special treatment is accorded to special talent.
Raising € 50,000 ($ 68,000) money to be paid as “RANSOM” money for the RELEASE of “KIDNAPPED/CAPTIVE” GM Wesley So. “Ransom” to be paid to rouge NCFP Officials headed by Commader Prospero Pichay and his trusted Sub-Commander GM Jayson Gonzales. The above rouge Commanders had been “Red Flag” in interpol and had been placed in the List of Most Wanted Persons by the FBI. Extreme Caution ADVISED to remaining Filipino GM’s. Escape whily you still can. :d
But I cannot understand why he needs to switch to US. Anand didn’t switch to Spain when he was residing there for sometime. But he still became world champion 5 times. So what is stopping Wesley from doing the same? Wesley doesn’t seem to give enough reasons to support his claim. Unless he says that he is on his way towards converting to become a US citizen, then that would be better grounds to switch federations. And I think FIDE should be stricter with these federation switching rules. This 2-year rule is not logical. You should actually be at least holding that country’s passport first before you are allowed to switch over.
Oh boy You need funding support to finance your training and to compete in tournaments, without it you will be stuck in a hole without any progress and there is not much high level tournaments in the Philippines, its a rare thing to conduct high level tourney in the Philippines. Wesley So isnt a rich boy to finance his trainings and travel abroad for competitions thats why he took Webster U scholarship and Susan Polgar as coach. The Philippines Chess Federation does not give a shit about its talented players, no more how talented you are without financial support from your federation for trainings and travel for competitions, you wont be going nowhere. Ask top level GM how costly it is to spent fir training and travel overseas for competitions. The US Chess Federation can provide the needed support to GM Wesley So in terms of extensive training, funding for competitions etc. If you cannot still understand the logic behind the transfer, then your a FOOL. Without funding, your just a piece of shit. Comprendo Amigo :d
Maybe Pichay and that GM who are running the NCFP are hoping for that 50,000 Euro transfer fee before they will consent to the transfer.
IMO Once you pay the € 50,000, their consent is IMMATTERIAL. If they give their consent, no need for the € 50 k transfer fee. If they don’t consent, you pay NCFP the € 50,000 euro “RANSOM FEE” for the release of GM Wesley So akin to paying terrorist for the release of kidnapped victims. If I were the NCFP I will consent and release Wesley So to US Chess Federation. Anyway, we cant financially support him might as well give him the chance to grow and explore his potentials further for the sake of the Filipino race.

If Wesley So filed the petition a year ago and only has one remaining “penalty” year, then the equivalent monetary penalty should also be half, or 25k euros. That should be easier to put up, and those “corrupt” PH chess officials will have less money to pocket.
Seriously, however, the issue here is NOT that Wesley cannot continue staying in the US while playing for PH. He can obviously do both. He has chosen to switch federations simply because he doesn’t wish to continue playing FOR THE CURRENT PH federation. If this is so, then this IS THE PROBLEM that should be solved. There should be a way to get rid of unwanted officials instead of losing a gem for a country which needs it much more.
There was a prior Philippine Chess Federation with 2 factions then. I remember the Philippines was suspended by Fide for quite some time for in fighting. Then with the late Fide President Campones (i hope i get his name right) they were succesful in delisting from Fide the Philippines Chess Federation and a new Federation, the National Chess Federation was born. I think the problem with NCFP when politics started crippling the organization especially when they elected a known corrupt former Congressman and Local Water Utility Board Chairman Prospero Pichay. Then back it up with supporting cast of twisted NCFP officials like GM Gonzales, then you get a messy organization. They should have give the NCFP Presidency to Eugene Torre or some more capable than the present officials. Although not all of them are corrupt though but their head is. RIP Chess. I’m not sure that is good idea for Wesley. Because he has no strong competition in USCF (except Kamski and Nakamura), so it is big question will he reach top 10.

All that GM Wesley So needs is support from his federation, and it seems the Philippines Chess Federation cannot give it to him. There is no “rational” reason for Philippines Chess to pony up the money. They are “losing” a great player. The US Chess Federation is gaining here, they need to find the money. imho.

It is so sad that someone could just do this to our country in the guise of corruption.
Unlike the United States, we filipinos have few sports heroes and whenever we have, we become very proud of them, we follow their exploits even in the most unholy hours such as when Wesley So plays abroad. They become one of our few sources of joy. Losing one after getting a foreign adviser/coach who knows nothing about Filipino pride is just so hurting.
Ms. polgar, you said that Wesley has chosen to leave Philippine chess federation because of corruption. But corruption is prevalent in the Philippines wherever one goes and I am sure Wesley is not new to it. Just like all the rest of us who remained in the country, we have learned how to live with it and try to be the best of what we can be despite of it.
The Philippines has been a poor and corrupt country and whatever limited resources we have need to be shared to all. If Wesley was not supported well, everyone else does not. Not one does here in the Philippines except maybe the corrupt politicians. But it is no reason to abdicate the country. Instead, it should serve as a battle cry for us to fight for our country and be the best of what we could be so that we could leave a better country to the next generation. Less opportunity is not a hindrance to chess or any forms of success. Just ask Magnus Carlsen.
It is the americans themselves who said that we should ask not what we can do for our country and not what our country can do to us. Whatever happened to this, Ms Polgar? Have you lost track of your senses? Just because you fled your federation does not mean that you should also encourage your students to do the same.
We have a few remaining sports heroes who have decided to fight it out for the country with very little in exchange. We can cite Manny Pacquiao, Gilas Pilipinas and the Azkhals among many others. They work hard for the country even if the government could not return as much favor to them. We are proud of them and I hope that no foreign coach would whisper sweet nothings on their ears, demonizing our country, and luring our hero out of our fold. I agree. Wesley’s case is different to the people cited by Edmundo. Wesley is, as you say, helpless. It is wise and brave on his part to move on and fulfil his dreams while it is still possible. Corruption in the Philippines is endemic. It is not up to Wesley to fight it and sacrifice his bright future for anyone. Let the naysayers say what they will and let Wesley reach his full potential with God’s sovereign help.

I find it hard to understand the context of the 50k euro fee. Who is it paid to? Fide or NCFP? Or is NCFP part of Fide? A little background would be nice. As for the fee, the 50k fee could be crowdsourced if we knew the deadline. That is, if the deadline for paying was, say, the end of this year, you could set up a fund at one of the sites like Kickstarter, and if 100 people chipped in 50 euro it would solve the problem. As an aside, I think the two-year rule is rather harsh and perhaps Kasparov was right in trying to end Fide.

Many of the posters here are probably in need of more information. I presume that you know the whole story, so please help explain:
1. Why Wesley cannot continue to train and play in the US without switching federations. Is there significant financial support which will ONLY be available if he is under USCF? Is this financial support badly needed NOW? If this is the main issue, then it should be a matter of marketing Wesley’s potential to PH billionaires. I’m sure Manny Pangilinan and Ramon Ang (2 big CEOs) will readily spare a few millions once they see that Wesley is truly a potential world champion. Pangilinan bankrolls the national basketball team which, at best, can only hope to be Asian champions.
2. Are there elite tournaments that will ONLY invite him if he changes his chess group? He just played in Unive, Tata Steel A, and Capablanca, so I don’t see why this will be an issue.
3. Why can’t he wait another 2 years before he seriously considers switching? He has made great strides under SPICE for 2 years. He has at least 2 more years under your wings to continue his progress. Will there be a sudden difference in training if he is a USCF member? I suppose not.
If the problem is simply that Wesley can no longer play for the current NCFP because of who head(s) it, then concerned chess fans should focus their creative juices on how these officials can be changed. Losing a gem like Wesley should be unacceptable. Chess officials are a dime a dozen, but exceptionally gifted players are priceless and only come once in a generation. The choice, therefore, is a no-brainer.
Just look at Le Quang Liem of Vietnam. He’s a 2700+ GM but he never turned his back & never changed federation. It’s because he has the full financial support from his country’s chess federation. The Philippine chess federation will not give its 100% financial support to Wesley So because it’s being run by a fat, greedy, despicable looking & corrupt crocodile in the name of Phatpero Pichay.
News from around the Philippine Chess corridors that 2 MORE PHILIPPINE CHESS GRANDMASTERS DECIDED TO CHANGE FEDERATION from Philippines to another country. Rumors has it that these 2 GM WITDREW from participating in the 2014 Dubai World Rapid and Chess Championship. Gee! I suspect one of the GM is US based GM Catalino Saddorra and either GM Oliver Barbosa or Mark Paragua. GEE the problem really is the National Chess Federation of the Philippines leadership lack of support for its chess players. If these 2 GM will change Federation, that would mean that the # 1,2 and 3 rank Philippine Grandmasters all will leave the Philippines to seek better support from other foreign chess federation. That would wipe out the Philippine Team in the Tromso Chess Olympiad. All because of politics and poor leadership of NCFP President Prospero Pichay.
2 more Grandmasters from the Philippines CHANGING FEDERATION. Perhaps GM Catalino Saddorra and GM Mark Paragua, both of whom are US based already. They would most likely switch to US Chess Federation. That would mean the number 1 and 2 rank Philippine GM going to US Chess Federation. GM Mark Paragua is the first Super GM of the Philippines but due to lack of support from NCFP faded in obscurity and with lack of further training and support lost his Super GM status as he was badly beaten in international Tournaments. Another Super GM-to-be GM Oliver Barboso might also consider changing federation. The Truth hurts, if they cant get support from their local federation they will switch federation to one who can better support them. SIMPLE

NCFP, could you just please let him move on to the US federation? If he doesn’t want to play for the Philippines, then so be it.
In all honesty, I don’t understand changing allegiances. OK, so the NCFP doesn’t support him, so what? Is there any other way you can get support, such as corporate sponsorships? Take a page out of Mr Torre. He’s had some spats with local chess organizations, but he’s persevered. Maybe he didn’t maximize his full potential as a chess player (or maybe he has), but every Filipino knows him. Besides, chess isn’t that big of a deal in the US. You can be working champion carrying the colors of America, but no one will know you. Ultimately, though, it’s your choice.
As to the NCFP, if you can’t even protect your best player from bolting, then all of you should just resign out of shame.
The only way to encourage other Pinoy chess players to come out in the open is to FORM A CHESS PLAYERS UNION. They will have one voice with no outside influence and therefore could air their grievances.
It’s not a tall order to form a union. As Pacquiao’s trainer always says, you only need BALLS to do it.

I SUPPORT GM Wesley So, REGARDLESS whether he plays under a Philippine Flag or US Flag. Even assuming arguendo that he will switch to US Federation (which he is determined to do so now) I will still be a fan and will still be cheering on the sidelines even he will be playing under the US Flag. I am supporting the player in GM Wesley So NOT the federation to which he represents. Go pursue your chess dreams/goals Wesley, don’t mind the turncoats, crab mentality and useless bashers/haters Filipno fake chess fans as they are akin to voters who sell their votes to the highest bidder before voting during Philippine elections.
If the transfer of So materializes, the US will be represented in international competitions by Nakamura, So, Kamsky, 0nischuk and Akobian. Do you notice anything? Yes, they are all immigrants and not natural-born Americans. Just goes to show what money can do. Can’t the US produce good players they can call their own?

Would Mr Manny Pangilinan answer this question, why is it that you have all the money to spend in million of dollars to import, naturalize an NBA player to be able to beef up the gilas team in the world basketball championship knowing fully well that we dont stand an iota of chance of becoming world basketball champion not even in the next 100 years, while neglecting to support sports like chess were we have the greatest chance of becoming world champion in the person of the 20 yr old child prodigy Wesley
So. Mr Pangilinan we do not even have to import and naturalize a 7 footer from the US and Europe to accomplish this dream. You see sometimes this is how weird and stupid our policy makers both in and out of the govt think,thats why I cant blame why Wesley and the thousand others right thinking Filipinos would change their allegiance and become US citizens, and to our countrymen do not blame them but rather blame the stupid policy makers both in and out of the govt.
Someone from the US can create a GoFundMe to raise the 50k euro for So. I doubt Pichay would make this transfer easy for So. Raising the money shouldnt take too long, given the number of people supporting this move. Too bad I dont have a US bank account to create a GoFundMe account for this!!

Good for Pinoy Basketball fans, he is promoting the game and supporting Gilas Pilipinas for 2014 FIBA basketball world cup in Spain.
Too bad for us Pinoy Chess Fans, I am not sure if anyone is actually promoting and supporting the game to our country. If ever NCFP did, I guess they are not doing it right. We need someone from the Private Sector… The likes of Pangilinan (basketball), Puyat (Billards), Vintage Sport (Amateur boxing + Pacquiao) to promote and market the game to the chess fans.
Pichay? Is he ever played chess in International Level? I also wondering if he play good? And seriously??! how the hell he become the President of NCFP???! He reminds me of Joey Lina, which he reminds that former politicians and sport governing body organization doesn’t mixed well.

Just asking. Will the cabbage at the NCFP please open it’s books and show how much is his remunerations as against the revenues of NCFP and tell us what has he done to help Phillipine chess players in terms of training and competitive tournaments? I wonder. It seems he’s like a leech clinging to a luscious position sucking all it’s juices to increase his girth size.
