If white plays 1.Re7, black can resign since the black queen cannot capture at e7 without allowing Qc8#, nor can she leave the 7th rank without allowing Qa7#. Black can delay the mate by playing Rh1+ or Rf2 and Rg2+, but this will only extend things a two or three moves max.
The Black Q must protect a7, c8, and e8. Therefore it can’t move. Therefore,

I kinda like 1. Re7. When the queen moves, mate will follow.
White wins with Re7! If the queen takes the rook, she leaves c8 unprotected allowing Qc8#. If the queen moves off of the 7th rank it will allow the mate by Qxa7 or Qb7. If black leaves the queen in place then white just takes the queen and mates next move. There are delaying moves with the rook checks in the corner (…Rh1+ 2.Kxh1 Rc1+, 3.Kh2 Rh1+, 4.Kxh1)

Can’t see any defense to 1. Re7!! – take the rook, checkmate on c8. Save the queen, checkmate on a7. Don’t do anything, lose the queen AND be mated on various squares.
