I don’t think the Rxe3 lines win with best defence by White. I certainly don’t see the win in the last cited 5.Kxd1 Qb1+ after 6.Ke2 (heading to f1).
I think Bxf4 is Black’s best move. After exf4, Re2 would seem to win. And not capturing the bishop just wins material for Black.

I like Bxf4 first, rather than Rxe3.
The opportunity for Black to checkmate with Qc2 is prohibited by one defender, White’s Q. 1… Bxf4 cannot be met with recapture 2.Qf4 since it is the sole defender of c2.
Yet 2.exf4 opens the opportunity for
Blacks rook on the E file to interpose at E2 between White queen and the mate square in question. NxR and white has interposed his own piece between queen and c2, and Black deleivers checkmate at c2.
