Robert Hess probably wanted to enjoy his summer. He pretty much accomplished what he wanted to do – he got the GM title, finished high (2nd) in the US Championships, and probably made it almost certain that he could get the Samford Scholarship next year. Someone else might have the title, but it is unlikely any of the top players would worry about being paired with him as opposed to Hess.
