I think White can win by going for zugzwang, with

Lambent, I agree with your idea.
My process of thinking:
What if it was Black’s move?
By process of elimination I saw how White can win if it was Black’s turn, by disqualifying
every move Black does.
So by playing a3 i gave the right of move first to Black.
1. a3 a5 2. a4 f3 3. g3+ Kg5 4.Bd8 Qxd8 5. Nf7+ and White wins
b
1. a3 a5
2. a4 f6
3. g3 Kg4
If,
4. bd8 f7 and W will lose both B and N as well as the KP in exchange for the BQ. So, I suggest
4. NxP+ Kg4
5.Ne5+ etc.
1. Nf3+ Kg4 2. Ne5+ Kh4 (forced) because if 2 …Kg5 then 3. Bd8 Qd8 4. Nf7+ wins so White has a perpetual check with Nf3 and Ne5 alternating
