One of the pawns will slip through, but White will still have R+4P vs. Q in the ending. Mabye Black can win that, but it’s hardly obvious, at least not to me.
But more to the point is that after 1…Bxb2+ 2.Qxb2 White wins easily.

Now you’ve lost me. 1…Qe8? 2.Rf1? (2.Qa6! = ) Qxh5? (2…Kg8 or 2…Qb8 -+ ) leads to what, exactly? If there’s a win for Black from there, I sure don’t see it.

You’re quite right that 2.Qxe7+ loses quickly, but what about 2.Qc8+?

This line is so creative (translation: I didn’t see it) that it feels cruel to object to it. Granted, even good players sometimes struggle in queen endings with a two-pawn advantage, but Black has a daunting struggle to draw this ending, and he’s certainly not going to win it.
Black does have a clean win from the starting diagram, though.
1… Qc4!
I also think that 1…Qc4 is the solution.
