Rh8+ is correct, although 1..Bxh8 2.Rxh8+ Ng8 3.Qxd6+ doesn’t work because of 3..Kg7 when black escapes. Instead:
3. Qh6+ Rg7 (if Ke8 Rxg8+)
4. Qxd6+ mates

Not mate but still a save, without Qxd6?

and it’s a draw because the king can’t run to the queenside to escape the checks, because if the king goes to e8 then the queen can check on e6 and the knight covers e7 so the king always has to run.
black would need the other R or the Q on the 7th rank to interpose, so the king could hide on h8
