what next? I don’t see anything better than a draw now (4 ex. 3. Rh8+ Kg7 4. Rh7+ and perpetual).

Exactly right in all respects. Not to mention Option 5: 1…fxg6 draws, too.
The answer is Rh8! Play it out… It leads to a mate in 6 or less.
