4.Kf2 Qd1
Now the c-pawn cannot be stopped, and it only remains to note that White does not have a perpetual.
I would bring the king up, either to stop the a-pawn or get closer to the action. Black should win.
I would say that f4 seems like a pretty straight forward win for black
What happens if the king goes to e1 instead of Kf2 in the first solution mentioned above…?
Blac seems to have lost its K already.

3. Qf4 c1(Q)
4. Qf8 Kh7
5. Qf5 g6
6. Qf7 Qg7
and,

and the white king is cut off from d2 and d1.

If White king goes to e1 instead of f2 then I believe Qe3+ wins.
