This is a very nice twist: 1.a7+ Ka8 2.b7+! Kxa7 3.Rc8. Black cannot allow White to get a Queen now, but after 3…Kxb7 4.Rxh8 g4 5.Kd5 +- White’s King picks off the f-pawn while the Rook alone, positioned behind the most advanced pawn, holds the other two.
If its white to move its obviously never a loss for white. So its either a draw or a win for white.

I think white wins after:
1.a7+ Ka8
2.b7+ Kxa7
3.Rc8 Kxb7
4.Rxh8
1. Kb5 h2 2. a7+ Ka8 3. Ka6 h1=Q 4. b7#
I suppose 1. a7+ might start the win for white.
1…Ka8 is forced
2. b7 Kxa7
3. Rc8
if 3…Rxc8 bxc8(Q) wins
if 3…Kxb7 Rxh8 should win, but it might be tough to stop the pawns.
