Russian Chess Federation ask for World Title Changes

According to a report in kommersant the Russian Chess Federation (RCF) in two letters signed by presidential aide Arkady Dvorkovich has written to FIDE asking for significant changes to the next World Championship cycle both for Men and Women.
Nor are they the only critics. Emil Sutovsky has proposed Changes to the current Candidates cycle. He wishes to separate the Final of the Candidates from the Quarter and Semi-Final stages.
Proposals:
Move the Candidates tournament from Baku to Kazan. They cite the fact that due to the poor relations between Azerbaijan and Armenian it will be impossible for Aronian to play in Baku.

Change to the method of determining the women’s champion to a match tournament. They wish the winner of the World Cup (currently this will actually be the World Championship), Grand Prix and top rated player meet the champion Alexandra Kosteniuk who they think doesn’t have the advantages she should get as World Champion.
I think the article has its dates mixed up. According to the FIDE calendar the Women’s World Championship will be a KO in Hatay, Turkey in December this year. I believe they’re proposing to downgrade this to a World Cup and have the winner qualify for their Match Tournament. I presume then the match tournament will be in 2011. (The article quotes 2011 for the World Cup and 2012 for the World Championship so its not that clear)
FIDE are thought to be against changing the rules half way through a cycle.

Are you serious? So the Russian want to give Kosteniuk the title for life? This is blatantly unfair and shouldn’t be tolerated. Shame on Ms. Kosteniuk for asking for this. Shame!
I see nothing wrong with Kosteniuk wanting extra things for herself. Why not? Why should she care about other women players? It’s not her job to play fair. She needs to do what’s best for her. More power to her if she can have the title for life.
How come Aronian can’t play in Baku? What’s wrong with Baku?
How can rules be changed for a cycle that’s already taken place? What kind of crap is Kosteniuk trying to pull? This is so unfair to the Kosintseva sisters and others.
Kosteniuk is a friend of Kramnik’s and she has learnt from him.
So she is trying to pull the same sort of stunts that Kramnik did from 2001-2007.
They want to move the event to Russia; yet retain the Azerbaijani nominee even though the event would no longer be held in Azerbaijan?? What planet are they on??
This final place should go to IVANCHUK, who by rating qualified for both the Dortmund 2002 “Candidates” and the 2005 San Luis World Championship, but was completely unjustly excluded from both events by FIDE.
Ivanchuk is the only player outside the ‘big five’ (Carlsen, Topalov, Anand, Kramnik, Aronian) who would be able to seriously compete for the title.
Sutovsky’s proposal is certainly a considerable improvement.
However, it is still not really satisfactory.
The Candidates Matches should ideally be 10 or more games in length, spaced apart, as in pre-1993 days.
With the World Champion also be obliged to take part, as it is not fair for him to sit back and take on fresh a Challenger who has been through three exhausting matches.
IE, as like Seirawan’s 2002 proposal, ‘A Fresh Start’.
Hell, it ain’t rocket science.
If they must hold the whole thing as one event (though I think such interesting matches as above would generate their own revenue), then it is obvious that it should be a double round-robin tournament held outside of any of Azerbaijan, Armenia, Russia, and Bulgaria. With Ivanchuk as the nominee.
So obvious is this, that either Ilyumzhinov must be utterly incompetent or there is politics involved.

Hello all brainy minds,sportsman should never allow,any venue of the sport to determine his/her excellence in their relevant practicing sport.
In fact,sportsman should exhibit excellence in unknown/non familiar venue and win most of the spectators heart.
Sports is for happiness of both the participants and spectators.
Collective decisions,cooperation and support remains healthy for ever.

IMHO, the changes in the Women’s World Championship proposed by the Russian Chess Federation are a sort of reward for Kosteniuk, after she took side with Ilyumzhinov in the presidential campaign.
This is totally unfair and I’m very disappointed that Kosteniuk agreed to go along with this outrageous proposal.
These proposals are crazy. One can’t change the rules whatever way he wants and consider top players to be mere pawns.
And yes, they should have obliged every female WC-candidate play Kosteniuk for the title as long as she is alive to mark her 2008-old achievement.
Since when does Kosteniuk give a damn about women’s chess or other women players?
Anyone who has the arrogance to self proclaim to be a chess queen while insulting other great women players such as Chiburdanidze, Gaprindashvilil, Xie Jun, Judit Polgar and Zsuzsa Polgar has to be self delusional.
This is also the same Kosteniuk who claims to be a GM at age 14 (a total lie) and she also consider her mickey mouse disneyland and chess 960 tiger titles to be real legit world championship titles.
This is the same Kosteniuk who pretended to be a real American to milk money from the USCF and now she moves on to be a real Swiss.
So the RCF wants to change the women’s cycle now that the women’s champ is a Russian. hy didnt they do this wen Yuhua or Stefanova wee champions. Didnt they start the next KO from the first round? I mean if are looking to reinstate the match title, shouldnt the first match be between Susan Polgar & Xie Jun, the last unbeaten match champions?
