g4 and evetually exposing the black k to a check will win as he queens
This seems obvious, which worries me. Plunging ahead, if White can expose the Black king to a check from the rook, White can promote the pawn.
1. g4+ hxg4
2. fxg4+ Kxg4
3. h5 f5
4. hxg6 f4+
5. Ke4
White would win this pawn race with check.
g4+! hxg4 h5! and white must capture or it will eventually promote. if gxh5 then rg8+ and a8Q or kxh5 Rh8+ and a8Q
Let’s move it, move it g4+
1.g4 hxg4 (1…Ke6 Re8+) 2.fxg4+ Kxg4 (else 3.h5 anyway) 3.h5! and wins: 3…Kxh5 4.Rh8+ or 3…gxh5 4.Rh8+
1. g4+ hxg4
2. fxg4 Kxg4
3. h5! Kf5
4. h6 g5
5. h7 and wins
1.g4+ hxg4 2.fxg4+ Kxg4 3.h5!! 1-0

Black rook checks seem fruitless
I suppose the goal for White is to open up the Black King to gain a tempo and trade the a-pawn for the rook (or White Queens). So, I’d go for
1. g4+ hxg4
2. fxg4+ Kxg4
3. h5
Now, either way Black captures gives White the needed intermediate check. And if Black doesn’t capture, White has two passed pawns.
Of course, I’m assuming that R+p vs 3p is a win for White.
1.g4+ hxg4
2.fxg4+ Kxg4
3.h5! and white wins
1. g4+ hxg4 2. fxg4+ Kxg4 3. h5 gxh5 (Kxh5 4. Rh8+) 4. Rg8+ and 5. a8=Q
