My first though was that “white must move queen to avoid them being exchanged”.
Looking twice, this seems to be a stupid idea! Black’s rook is captured with:
1. Rd1! Qxc3 (all other moves loose queen directly)
2. Rxd7+ Kf6
3. bxc3
1 – 0
The critical line (least bad for black) seems to be:
1. Rd1 c5 (Qxc3 has to be worse)
2. Rxd4 cxd4
And white is nicely up with Q for R + the d-pawn, but the d-pawn may make this game last for some more moves.

Rd1 Seems to do it. I often get slapped down on these though!
A simple Rd1 should win for white since white would capture at d7 with check should black take at c3. White will win the queen for the rook.

The position is almost tailor made for this tactic.It would not have worked if the capture of black R were without check or if there were only one blank square between black K and black R.
Rd1 so as to deliver the intermezzo check after Qxc3 or just take the d7 rook if the queen moves.
White plays : Rd1 (the Black
queen is pinned)
so if Black takes White queen,
White takes rook with check and
then wins back queen.

Attacking the black Queen by R-d1 at a minimum wins the queen for the rook as the queen is pinned on the a1-h8 diagonal. While it is not a slam dunk win, white should prevail being ahead in material.
1.Rd1 Qxc3
2.Rxd7+ K-any
3.bxc3
and the rook should wreak havoc! ;D
1.Rd1 Qf6 (doesn’t work to save her)
2.Rxd7+ forces the king away and …Qxf6
Black’s best chance is
1. …c5
2.Rxd4 cxd4(passed pawn); after
3.Qc8 black will have almost no chance to win or draw.
