This is a tough position to play.
I think the key in this closed position is to look at who does worse if it opens up? Black is not likely to be castling kingside, and probably not queenside either. The way to go would be to take control of e with the rooks since black’s king is going to be exposed as soon as it opens up. sacrificing a pawn or even two should be worth it to open up.
