1.a3 seems to win
a3!
Qe3 looks winning, allowing no good checks and no good defense to Qh6+ followed by mate.
1.a3! and black queen has no good place, white winning.
(1.Qe3? Qg4)
Don’t know about this one with certainty.
I’d try 1. Qg5 with the idea that
the black king can get mated if black is not careful. The black queen must be able to intercede at f8. This is true if the white king is able to take the d7 square away from the black king. i.e.,
2. Qg7+ Ke8
3. Qg8+ Qf8
The white king cannot really be driven away with queen checks.
e.g.,
2. Qc3+ Kd7
3. Qd4+ Kc7
4. Qe5+ Kd7
5. Qe6+ Kd8
6. Qe8+ Kc7
The other part of 1. Qg5 is black cannot force a queen exchange while checking the white king.
Also, black cannot really move the k-side pawns. e.g.,
1. Qg5 g2
2. Qg7+ Ke8
3. Qg8+ Qf8
4. Qxg2
and the black simply loses a pawn, without making progress. the black queen is not in a good place to initiate an attack.
Or
1. Qg5 h3
2. Qh6+ Ke8
3. Qh8+ Qf8
4. Qxh3
and again, black has simply lost a pawn without making progress.
These lines, of course, only attempt to draw. Is there a win?
1.a3, deflecting the black queen, which either has to abandon b8 or e7. White wins in either case.

what about simply – a3?
Qe3 cannot be met by g2, due to the threat of Qh6+ followed by mate on the back rank, if not on g7. It seems to be the quickest win.
