If white’s queen were unprotected, Qh1+ would win her. Black can win the queen for the rook by playing Rb1 first, pinning her majesty to the king:

3. Ke2 Qb1-+
Rb1 & Qh1 white queen goes
Rb1 – White simply lost the Qeen
1. … Rb1
2. Qb1 Qh1+
3. Ke2 Qb1

Obviously, its 1…Rb1 and white loses its queen with 2….Qh1+.

Well,nice puzzle.
To me – Both initial moves “Rb1 / h5” may lead to win.[ Lengthier set of moves ]
Every one posted till now had suggested “Rb1”.
So for a change let me give : repeated move(Forced)draw.
Example
=======
1… e4
2.Qd2 Rb1+
3.Kg2 Qf7
4.Qd8+ Bf8
5.Bh6 Qf3+
6.Kh3 Qf5+
7.Kg2 Qf3+
8.Kh3 Qf5+
9.Kg2 Qf3+ [ Repeated moves draw ]
[If White moves to Kh4 after Kh3 game gets over,Black will mate the game with Qh5++ ,so White has to move to Kg2 – Black can’t lose,so will choose Qf3+ ]
Leads to repeated move draw.
