Rooks check twice on c1 followed by mate on e2 (queen). Interposing rook on d1 won’t help either because of immediate mate.

Rc1+ seems instant mate in 2 or three. The white queen must guard against mate.
Rc1!…and after a couple of exchanges on c1 follows mate on e2.
My version
White’s Q is the only defender against mate by Black’s Q on e2. The queen can be deflected by a forced defense against a back rank mate.
