that’s really odd, but if you do the “advanced search” function, and select country Cuba, that worked for me.
Dear Susan, this is common knowledge from decades ago. If you (federation) don’t pay FIDE annual taxes, FIDE erases the country and all its players from the rating list, leaving the titles only. You need to enquire further on whether these players are allowed to play at all during these severe punishment periods.
Mr. Wesley So, for example, is presently unrated. See here http://ratings.fide.com/

Meaning – trouble for the SPICE tournament held.
And, of course, potential trouble trouble for players who have played against sanctioned players.
FIDE, of course, never announces whom they have punished, possibly because it is illegal to do so. I have no idea really.
Why ask us? Ask FIDE, of which you are a member of?!
It’s due to having financials due to FIDE.
Players though don’t get penalized as long as the organizers ask FIDE in advance.
‘Players though don’t get penalized as long as the organizers ask FIDE in advance.’
You’re wrong, brother. Don’t spread false news. Players do get penalized.
FIDE is false chess God.
‘This is a new proposed project, which deals with important Trainers’ material that can be given and uploaded on FIDE’s site (and TRG’s mirror site). Each of the above trainers will hand two surveys (Middlegame & Endgame) in good English language and in Chessbase and Word format, around the last week of each month. The material will be editing and corrected by the Editorial and uploaded for free downloading in various formats (Word, PDF, and CBV). We think that this will be a nice presentation of the Trainers’ work and it will help FIDE’s website to receive many more commercial. It is possible that the proposed authors will differ in the end.’
Cuba is now part of the Florida Chess federation.
Philippines is now a member of the Massachusetts Chess federation.
The Philippines is often in trouble with FIDE because of financial arrears. This isn’t the first time they got delisted and it won’t be the last.
