The queen is stuck defending the d8 rook on the back rank. If the queen moves it is checkmate. Also there are no checks or threats to the white King, so white has the initiative and is safe. So we try:
1. Nb5 c6xb5
now the threat on the rook is exposed and the black queen can
be diverted. Bxb6 is obviously no
good, but the white queen can be used instead.
2. Qf4
The only place for the black queen is d7, in front of the white rook. So white wins…

3. Rxd7
1. Nb5 cxb5
2. Qf4

if 2…Rd7, then 3. QxQ RxQ followed by 4. Re8+ also leads to back rank mate.
All other black moves also lead to a lost game
