Do you have two rooks on f1? In other words: you use 3 rooks! 😉
1. Rf8+ Rxf8 2. Rxf8+ Kxf8 3. Qa8+ Kh7 4. Qe4+ Kf8/Kg8! and now?
White only has perpetual check.

The second variation doesn’t imply three rooks because both White rooks are still on the board after 1…Kh7.
