I believe that is Kenneth Rogoff, who I lost to in a simul in the early 70’s.
It is Kenneth Rogoff.”Rogoff was a gifted chess player and in the late 1970s was one of the strongest players in the United States. He attained the rank of National Master at the age of 14, and was awarded the titles of International Master in 1974 and Grandmaster in 1978. Notable results included second place in the 1975 U.S. Championship and draws in individual games against former world champions Mikhail Tal[5] and Tigran Petrosian.” (source:http://en.wikipedia.org/wiki/Kenneth_Rogoff)
Rogoff is currently the Thomas D. Cabot Professor of Public Policy and Professor of Economics at Harvard University.
I’m pretty sure this GM Ken Rogoff who retired from chess a long time ago.
From Wikipedia: “Kenneth Saul “Ken” Rogoff (born March 22, 1953) is currently the Thomas D. Cabot Professor of Public Policy and Professor of Economics at Harvard University.”
Am I right?

It’s Ken Rogoff. He’s an economist who occasionally appears on the Evening News, and I believe a Grandmaster. I played against him in the US Junior in 1968. He had a lot more hair then!

Aha! Dr.Phil! Very funny!!
The name is Kenneth Rogoff!
I knew he was a renowned economist but I let the search engines do the rest.
Cheers!

One quite memorable game is his draw with black against Robert Hübner:
1. c4 Nf6 2. Nf3 g6 3. Ng1 Bg7 4. Qa4 0-0 5. Qxd7 Qxd7 6. g4 Qxd2+ 7. Kxd2 Nxg4 8. b4 a5 9. a4 Bxa1 10. Bb2 Nc6 11. Bh8 Bg7 12. h4 axb4 draw
(Yes, this is a real game – google for the story around it.)
Dr. Kenneth Rogoff !!!
Too slender for Dr. Phil.
Too fat to be Van Wely.
