According to ChessBase, after a lot of pressure from the All India Chess Federation, FIDE will rate the Linares tournament even though it was after the submission deadline. This should give Anand the #1 spot in the April 1 list.
Here is the rule:
Elista FIDE Office reminds all National Chess Federations that the deadline for submission of tournament reports for the April 2007 FIDE Rating List is 28 February 2007. Reports received late will be rated for the next list, July 2007. National Federations, Rating Officers and Arbiters are requested to check the list of Tournament Rating Reports received from their respective countries for the 1st April FIDE Rating List. Please inform Elista FIDE Office of corrections, if any.

Even if it is a joke, I find it quite fascinating. I am new to chess and am unfamiliar with the policies involved or what has occurred in the past.
Let’s assume that the policy is to include all results submitted one month prior to the issuing of the next list. Let’s also assume that, historically, the Linares tournament was included even though its results were after the deadline.
The chess world must choose between:
1. A strong organization that follows its own rules, tries to correct mistakes, change bad policies and does not bow to outside pressures.
2. A weak organization that bows to the whims of those who shout the loudest. One which is not obligated to follow its own rules and is incapable of effecting corrections due to tradition/history.
I find it interesting that most people seem to prefer that latter.
Its not a matter of enforcing the rule no more because it is a tradition since the early days of the Linares Tour
In todays modern computer era, all events registered by end of March should be included in the April 1 list.
For example if I run a tournament and can get the information onto the FIDE computer system over the internet by March 31, then the games should be included on the April 1 list.
Actually Fide should be running a daily list as well.
In baseball all the statistics are listed every day for every player even 60 years ago long before computers and the internet. There is no reason for any delay.

on 3/31 (the FIDE rating list) it showed Topolov still at the top and the date showed April 2007. It’s still that way as of this writing.
Chessbase’s April Fools joke is another story: “Fritz trainer: Emanuel Lasker, New York 1924”.

Topalov is still the #1. Who else is smart enough to use use and interpret hand signals and microelectronics to win tournaments?
IMO, they should stay strict to the rule they have made. Don’t allow any exceptions or they will lose their credibility. In this case, the Chessbase.com should have notified specifically to FIDE that the 2007 Asian Cities Chess Championship should have been excluded in the April 2007 tournament list, instead of using this as the reason to justify the inclusion of Linares-Morelia or Gibtel Gibraltar tournaments in the rated list. If people wish to see the other way around, push FIDE to change the rules.
As I said before, Vishy will become #1, eventually.
Question for those who understand the rating system.
Does a players rating change after every game, every tournament or every rating period?
Suppose that during a rating period that some players take part in tournaments A, B and C. I do not mean that all of the players in A, B and C are the same or that that there are only three tournments in the rating period.
Tournamnet A occurs before B, B before C.
Lets also say that federation X failed to submit the tournament results for tournament B on time – say April 3rd.
In other words we are missing data and I am guessing that order may affect the calculation (y + z does not equal z + y).
How is this situation handled?
ncFIDE often changes the lists and issues corrections within a day or two of publishing their lists.
Anyone else notice that whenever Nigel Freedman, Georgios Makropoulos, Zurab Azmaiparashvili speak on FIDEs behalf, their explanations cast FIDE in a worse light than before?
I guess it shows why we have lots of issues with chess being accepted on a Larger scale since the Chess Organizing body (FIDE) spend more of their time playing pranks rather thinking of how to find Long term Co-operate sponsors.
Totally disgusting; I completely fail to see the humor, because one way or another, you end up upsetting either Anand (Insulting his Great display at Moreila/Linares and given reason for conspiracy theories) or Topalov ( Capitalizing on his current despondent state and given Anti-Topalov fans the opportunity to throw some more mud at the Bulgarian GM) fans.

Ever since Botvinnik (Whom I must add was allowed to come up with the rules for WC matches) was World Champion we have had conspiracy after conspiracy; 1.Keres Issue (Forced to lose games ), 2.Bronstein (Forced to lose games),3. Russian Games fixing in tournaments to prevent a non-Russian players from wining , 4.Karpov/Korchnoi issue, 5.Fischer/Karpov , Karpov/Kasparov, and now Topalov/Kramnik (ToiletGate) as well as many other issues I have failed to mention.
For the life of God , FIDE’s track record is pathetic at best, yet we the chess playing public continue to tolerate this organization. They are the very root of why chess is so unpopular today; not to mention very corrupt personnel
I’m going to be brutally honest; when Camponanes had that accident some months back, The first thing I thought of what has he done for chess for me to really care.

Chessbase has a tradition of such jokes. 2800 is hard for anyone below Kasparov’s level to maintain, as Topalov should know even better!!! Doesn’t this BS only call more attention to the FACT that Topalov is not really #1? We’ve seen world champions, and Topalov is NO world champion – no more than – what’s his name? – oh yes, Khalifman. We just saw the real one put on a great show at Melody Amber.

The USCF rates events as soon as they are recieved. In this age of computers, it required only a one-time effort to set it up so that ratings are continuously re-rated to account for rating reports received out of order.
FIDE, having a larger budget and the membership of all chess nations, should be ahead of the curve, not vastly behind.
In any case, lots of other events were included that didn’t make the cut, so it does make sense to maintain the status quo this time, and get the rules change right on the next cycle.
paris: partially true. While the USCF does rate games, post-haste, they do not udate official rating lists after ever event. Thus, there is still a 30-60 lad from current and actual rating and ratings used in tournaments.
“Official Published Ratings” (those actually used in tournaments) are still issued at periodic intervals and up-to-date ratings are not used in list generation or tournament seedings.
Basically, the whole thing is still one big clusterfk and full of holes and in one of the myriad USCF things that could use some fixin.
To get timely regonition is very important in one’s life. so anand deserves this at this time only..not after 3 months.

It’s a nice thought. About 30 years out of date, but still a nice thought. The current problems are caused by favoritism shown to a Bulgarian, apparently without the slightest objection from you. Don’t pretend to care what happened in Botvinnik’s day if you don’t care about today.

Mainly because except for #1, none of them happened. It’s particularly disingenuous to bring up Fischer/Karpov, when we all know that Fischer retired right after beating Spassky and resigned his title in writing before Karpov even became challenger.
The tournament was included the last N number of years. Other tournaments in March were included. This is simply unacceptable behavior.
I hope they have changed the lists.

King’s kvetches were mostly on target – but unfair to Campomanes. Life is not so Black and White as chess (as Kasparov presumably is learning). Campomanes was a pragmatist. A retrospective memoir published on Chessbase showed that Campo made positive contributions in that murky and farcical world of chess politics, by getting cooperation from the real politicians, with genuine political skill. The article included a rather funny dirty joke that I’ll omit out of respect for Susan.

I’m not quite sure I understand the tradition argument.
Linares should be included based on tradition. The policy can’t be changed because it is the one that has traditionally been used. The FIDE organization has traditionally not followed its own policies, therefore, I should not expect the Linares tournament to always be included.

Keres was not allowed to be before Botwinnik. R. Fine was eliminated on administrative way( read his remarks on that) from pretenders tournament in 1948.
SU players were playing as the team against Euwe and Reshevsky in 1948. Then they were using the same tactics against others R.J. Fischer, Larsen etc.
There are books about, many of them in Russsian language. Is good to know that chess language.
Chess are national sport in Russia, it is difficult to understand that but it is. The chess was on the west so called ‘royal game’ but in Russia it was a play of the crowd and was bad seen in the aristocracy
circles.
Because of that we can not understand the motivation of Russia in that matter.
