White has no reasonable answer for 1….Re6; he will lose at least a R.

1. Re6 and 2. Rf6, winning the Rook at f2. White cannot avoid mate.

The Rf2 is pinned and very weak since no extra piece can be brought to its defence, and king can’t go either.
Therefore Rxf2 looks stupid here, must instead prepare some attack to overload white rooks.
I like:
1. … b5
followed by Bd3 and Rd2, attacking Rf1 directly and Rf2 indirectly.
White shall have to play Qb1, to avoid to be mated.
Still he looses a quality, and now black plays b4 and launches a queen side pawn attach that overloads white queen.
… R-e6 followed by … R-f6 wins material
I also thought about Re6 but somehow missed how well it works. E.g.
1. … Re6
2. Bxd5 Rf6
3. Bxc4 Rexf2
4. Rb1 Qd2
5. Rb2 Qxb2
6. Qxb2 Rxb2
mates in a few more moves.
