I don’t think 1. Rd3 is any good because Black has 1… Ra3+ 2. Any Rxd3 and black’s king can stop the pawn.
Kb4 followed by Rc3 to cut off the black king. Pawn has crossed the center so white wins. He will eventually attain the Lucena position. Black can resign now.

1. Kb2 and the pawn cannot be stopped from queening.

Why is it called like that??
1.Kb2 is only a draw.
1.Kb4 and the king is heading at b6

The so-called Lucena position is named after the Spaniard Luis Ramirez de Lucena, although is something of a misnomer, because the position does not in fact appear in his book on chess, Repetición de Amores e Arte de Axedrez (1497).
It’s a maneuver you got to know!
