Under the auspices of CUCA SA , The Angolan Chess Federation has the honor of inviting Chess players and Federations to participate in the 2011 CUCA SA International Chess Event

1. CUCA SA Tournament 2011 (Open and Women’s event)
The Angola Chess Federation has the honor to invite all players and Chess Federations affiliated to FIDE, to participate in the 2011 Cuca SA Chess Tournament either in the Open or Women section. The Tournament will be held from 12th May to 20th May 2011 in Luanda, Angola.

3. Participants
In accordance with FIDE regulations statutes, the Tournament is open to all players from Federations region which are affiliated to FIDE.
Federations will be allowed to bring a maximum of three (2) players in each category.
The host federation reserves the right to field four (6) players in each category and also hold a player in reserve, which can be used if there is odd number of participants.
Subject to the agreement, the organizers committee, reserves the right to choose participants for the tournament.

4. Tournament Regulations

The Tournament will be played in accordance with FIDE regulations as a 9 Round Swiss System tournament.
Time control will be 90 minutes for the first 40 moves, followed by 30 minutes for the rest of the game, with an increment of 30 seconds per move starting from move one (1).
The games will be played using DGT clocks; and pairing will be published on www.swiss-results.com
Swiss Manager will be used for the Championship, and players from the same Federation will not be paired together in the last two (2) Rounds.
Draw offers are not allowed before Black’s 30th move.

Tie-Break
In case of a tie for the over-all winner or other places, the tie will be broken as follows:
o Player with the highest wins
o Direct encounter
o Buchholz Score

5. Tournament Schedule
The tournament schedules is as follows but subject to some changes if need be. However any change to the schedule will be communicated during the technical meeting before the start of 1st round.

6. Chief Arbiter & Appeals Committee
The Chief Arbiter for the 2011 CUCA SA tournament will be Carlos Dias IA from Portugal.

The Appeals committee will consist of 5 members and 2 reserves chosen from among the participating Federations. Protests should be submitted in writing to the Chief Arbiter within half an hour (30min) after the round.

7. Board and Lodging
The Angolan Chess Federation will pay 100% the costs of food and accommodation for the invited (GMs –MI) or WGM -WMI or WFM in each category, the open section and women category. Those interested to play without invitation will pay 50% of costs. The package includes also reimbursement of 50% Airline tickets.
