Definitely winning for white with a forced mate.
1.Rf5+ and black only has 2 replies
1… Kg4 allows either 2.f3# or 2.h3#
1…g5 is met by 2.Kh3 and black is powerless (even if he queens his b pawn) to stop 3.g4#
1.Rf5+ g5
2.Kh3 b1=Q
3.g4#

A general rule of thumb about endgames- if you can find a mate in three, you win!

if 1…Kg4 then 2.h3# or 2.f3#
if 1…g5 then 2.Kh3 and black can not prevent 3.g4#
Black’s pieces are all in the wrong place and they are herding the passed pawns however they have totally neglected the king.
