1st Latin Cup in the ancient city of Incas

The ancient city of Incas – Cuzco – welcomed the 1st Latin Cup chess on August 18. This event brought together about 400 players from 10 countries. The prize fund of the tournament is 60.000 USD.
FIDE President Kirsan Ilyumzhinov, mayor of Cuzco Mr. Luis Flores Garcia, Continental President for Americas Mr. Jorge Vega, as well as the presidents of chess federations of Bolivia, Ecuador and Peru were present at the opening ceremony.
The event includes 3 tournaments for players with different ratings. The 1st Latin Cup is dedicated to the memory of the first American chess player – Inca Atahualpa.

What baffles me, is how our leader, does not does even have a FIDE grade – let alone the title GM.
