Extended Stay is not bad for chess players. I do not know that specific one.

The US Championship is a USCF event, it is an obligation of USCF to organize and conduct it.
The USCF by-laws give all rights of membership, participation in tournaments, etc. to all members who are US citizens.
Therefore I think it is wrong to limit participation in the US Championship to players who are USA (FIDE federation). This excludes US citizens who are members of some other federation.
I think it is beyond the authority of USCF to make this discrimination.
