Late entries excluded from Chess Olympiad
The Tromsø Chess Olympiad organisers have today written to FIDE to confirm their decision that teams that missed the 1st June deadline to submit their team line-ups will not be able to take part in the Olympiad.
The Tromsø Chess Olympiad organisers have released the following statement:

The Tromsø Olympiad Organizing Committee (COT2014) has today taken the following decision:
“Teams that failed to submit their participation by the deadline of 1st June will not be accepted as participants of the Tromsø Chess Olympiad.”
The decision is based on the Olympiad Regulations (OR) 3.6.1 and 3.7.1. The COT2014 does not acknowledge that FIDE has the right to make changes that are contrary to the OR just weeks before the Olympiad takes place.

This should also be the case of the Philippines Men & Women Team to the Tromso, Norway Chess Olympiad as their federation, the National Chess Federatiob of the Philippines submitted their final team line-up only last July 1, 2014 instead of June 1, 2014. With the decision of the Tromso Chess Olympiad Organizer that teams who failed to submit their final team line-up last June 1, 2014, deadline will NOT BE ALLOWED to participate in the Chess Olympiad, then the Philippines Mens & Womens Chess Team to the Tromso Norway Chess Olympiad appears to be DISQUALIFIED to participate since the NCFP only submitted their final team line-up only last July 1, 2014 as NCFP Executive Director GM Jayson Gonzales insisted ib Philippine media that July 1 is the deadline not June 1 (as if he is the Chess Olympiad Organizer) It seems the Philippines had already indeed LOSE by default even though they still did not play in the Olympiad… if they insist in going to Norway but not as participants but mere tourist it seems. Poor Philippines, the incompetence of NCFP cause them their chance to play in the Chess Olympiad.
It will be recalled that the Philippines thru the National Chess Federation of the Philippines (NCFP) believing that the deadline for submission of final team line-up/roster was July 1, 2014 and NOT June 1,2014 did NOT submit its final team line up last June 1,2014. What the NCFP did was to accordingly outrightly seeded GM Wesley So, GM Catalino Saddorra and GM Oliver Barbosa to the Chess Olympiad as per reports in Phil media. Then proceeded to conduct a National Selection Tournament dubbed 2014 Battle of the Grandmasters which was eventually won by 60 years old legendary GM Eugene Torre with GM John Paul Gomez as 2nd and IM Paulo Bersamina as 3rd. When GM Wesley So changed federation to USCF and appointed as coach of the US mens chess team in the Tromso Chess Olympiad, NCFP “replaced” GM So with IM Paulo Bersamina (dubbed by Joey Villar – paid assassin of NCFP – and NCFP itself as future of Philippines Chess & much better than GM So hahaha!) The Philippine Chess line-up was were reconstructed and now appears like this: (1) GM Catilo Saddorra (2) GM Oliver Barbosa (3) GM John Paul Gomez (4) GM Eugene Torre and (5) IM Paulo Bersamina. And they submitted this team line-up ONLY last July 1, 2014 as NCFP Executive Director GM Jayson Gonzales claimed in media that final team roster submission was July 1, 2014 and NOT June 1, 2014 (as if they were given special extension by FIDE) Now with the decision of the Tromso Chess Olympiad Organizer to EXCLUDE Chess Fdederatiobs from the Chess Olympiad that DID NOT submit its final team line-up on the June 1, 2014 deadline and prohibition to make last minute changes of players, the Philippines Chess Mens and Women Chess Team already lost by default even if the Chess Olympiad has not started because of the incompetence of NCFP who believe on their own guts that the deadline was July 1 ibstead of following the June 1 deadline of the Tromso Chess Olympiad Organizer. Poor Philippines, stupid NCFP officials.
How Russian can K be? He is now a delegate of Crotia?
I’m a Norwegian who looked forward to visit Tromsø during the Olympics, but more or less hopeless to get some decent central accomodation. In addition so much mess around it the last couple of months.
At least I think it is healthy that someone (and not only IGM Short and a few other ones) dare to take the battle vs Kirsan and Russia and tell that not everything he/they do is ok. Too late is too late in Rusia as well, but they will probably more than likely be allowed to participate in the end. I guess the rules don’t work in the same way for all countries :/

Failure to submit team lineup by June 1 is a violation of Olympiad regulation 3.7.1. The penalty for this is given in 3.7.2, which says that you can submit this information up to 20 hours before the start of the tournament, at the cost of a €100 late fee per name.
They can only exclude a team for missing the April 1 deadlines from 3.6.1 (telling the organizers that you will participate) and 3.6.2 (paying the entry fee to FIDE).
This issue should be very simple. Any team that notified the organizers by April 1 and paid the entry fee by then gets to participate. Any that did not cannot participate. Any team that missed June 1 pays the late fees.
