I would play f4! This will cut of the black rook, so the white one will be extremly active and can get all the pawns on the queenside or try to promote the e pawn.
1. f4 looks best. Black’s rook needs some time to get out of the prison and white can than choose what is best. One idea is simply to play Rb8xb6-a5xa4.
One line may be 1. f4, h5 (or h6) 2. Rb8, Kh7 3. Rxb6, Rg8 4. Ra6, Rc8 5. Rxa5 and now
5. -, Rb1+ 6. Kf2, Ra1 7. Ra8 and it’s a simple win marching with a pawn to seventh rank binding the black rook and win e7 with the king. Black’s king is bounded, too, as he cannot be activated via g file e.g. 7. -, Kh6 8. a5, h4 9. a6, hxg3 10. hxg3, Kh5 11. a7, Kg4? (this breakthrough is looks stronger after the white king has left but it’s impossible later for the same reason) 12. Rg8+
or 5. -, Rc6 6. Rc2, Rxe6 7. Ra2 and the position should be won, too with the strong rook behind his pawn 8. -, Rb1+ 9. Kf2, Ra1 10. Rc4 may be the best line for black but Ke3-d4-c5-b6 followed by a5 should win, too. There is no efficient counterplay for black on the king side while after winning black’s rook against the a pawn e6 pawn will promote soon.
