I don’t believe white can win this. Black just shuffles her king between b8,c8. If white plays d4 at some point, black goes cd4, and there still doesn’t seem an idea for white to break through.
For the earlier problem (with the c5 pawn on c6), this indicates that white must play 1.d4 to have any hope of winning.

I let a deeper analysis for other users. At a first view, I would play
1. Kd5 Kc8/b8/a7
2. Kc6 Kd8/b8/c8
3. c3
and then try to push with d pawn and later with the c one.
my first instinct is to play Kd5 also
