Please find enclosed the list of Grandmaster, Woman Grandmaster, International Master, Woman International Master, International Arbiter, FIDE Arbiter and International Organiser titles approved at the 80th FIDE Congress which was held 11-17 October 2009 in Kallithea Halkidike, Greece.
Ray Robson’s final norm came in too late to get it approved in time for this FIDE Congress.

Where is Robson?
What does the conditional designation mean? I see that rating followings some of the people on the list – so I am guessing that it means that the title is awarded conditional to meeting some rating requirement.
Could you list more info about this designation?
Wow no one of African descent,im startin to think we just cant cut the mustard! Susan do you think we can beat the elite guys over-the-board with low rating like we didnt them on ICC with 2…f5 Ultraexclaim? hehe. or are they suddenly gunna get stronger because td Ron Lohrman turns the back of the clock for Pavel Blatny, and for me to crush this fish on icc! Yu Yangyi from China was previously non title and now he is a GM! Similar to Gao Rui was untitled yet and now an IM.
Why is Tatiana Kosintseva a GM? Only 2 norms are listed in her title application (see below URL):

Why is Kosteniuk a GM with only 1 norm?

She won the women’s world champion in 2008, and automatically awarded a GM.

She won the 8th Europ Indv Women Ch 2007, which is a 11-round tournament and a Continental Championship. According to FIDE regulation 1.24:-
≥9 games GM Norm counts as 20 games.
Plus the 9-game Aeroflot Festival 2009 she played, she is credited with playing 29 games.
A/t Regulation 1.5- Requirements for award of the title, having achieved norms
1.50 Two or more norms in events covering at least 27 games
She is thus qualified and awarded a GM.
It seems as though Tatiana Kosintseva got a 20 game GM norm in Dresden but didn’t even play a GM or IM, and the average rating of her opponents was under 2400. That doesn’t seem right, that somebody could earn a 20 game GM norm without even playing an IM or GM in the process.

She did play AT LEAST 7 IMs in the process, but not the two GMs present, Stefanova Antoaneta and Hoang Thanh Trang.

Both Ding, Liren and Yu, Yangyi of China are untitled and confirmed as GM.

You are right, Kosteniuk has become a GM after she won the 5th Euro Indv.Women’s Champ – Germany in March-April 2004.
The rule has been changed – the winner of Euro Indv.Women’s Champ is only awarded a 20-game GM norm.
