As far as I am concerned it is mate in 4. Is there any improvement for black?
1. Qd2+ Kb1
2. Kb3!
And black can’t stop mate without losing the queen.
OK, but after kb3, black queen can play c3 and if white takes, stalemate.
2…. Qc3+ is met by 3.Kxc3 and it is not stalemate.
