I think white can win this. If we start with 1.Ba6! to keep the black king boxed in. If black tries to run out we play Nd4-f5 and keep the B on h8 boxed in. Then the B and king combine to win the a-pawn and block the black king from helping the B.
If however black goes for 1…f5 to free the bishop and use the f-pawn to disturb white then we play Ng5-e6 which boxes in the black king and then we bring the white king over and should be checkmate or winning the bishop.
