The speculation is Black lost on time. I still have a hard understanding how Black can lose such a position on time given the fact that he is a very strong blitz player.
Did they use increments?
Must be on time control. Black certainly shouldn’t resign that position.
Maybe his phone rang?

He thought he played the 40th move whereas he only played the 39th !

Sutovski lost on time. Volokitin was in timetrouble, Sutovski had lots of time. Either Sutovski entirely forgot about the clock or he miscalculated the numebr of moves made is unknown but he defaulted.
Wouldn’t be the first time. Hort lost the decisive match game against Spassky in a winning position because he got so transfixed looking at the win that he just forgot to move.
