Rb2 is a good move but Kf1 allows White to exchange the queen for both the rooks through 2. …, Rxc2, 3. Rxb8+, Kg7 4. Rxc2. The resulting position may be in favor of Black but I could not find the win with Black with the queen against the two rooks
