I think I have the answer! Sometimes you have to shuffle your move order to get the solution. I was also stuck with a7+ line and Rook down check line but putting them together I got this I think may be solution:
1. Re8+ Ka7 2. Ra8+ Kb6 3. Qa5+ This was tough to see but it works because of queening motif. 3……….Kxa5 4. axb7+ Kb5 5. b8=Q+ Kc5 6. Ra5+ Kc4 7. Qxf4+ wins Rook!

This is off the top of my head, but I see a couple of variations:
(A) 1.Re8+ Kc7 2.Qa5+ b6 (2…Kd6 is the same) 3.Qe5+ Kd7 4.Qe7 mate.
(B) 1.Re8+ Ka7 2.Ra8+! Kb6 (forced, else it’s mate in two) 3.Qa5+! Kxa5 4.axb7+ Qa6 5.Rxa6+ Kxa6 6.b8Q and wins the endgame.
I’m not completely satisfied with that second line, however. Is there a stronger variation?
