Rb3 should be a good move in this position. Black King on c-d-e-8 smells like draw.
I think the idea for white is to make the black king to stay away from the e-file.
White wins easily with 1. Rb3. I am surprised that Miss Polgar has such an easy question on her blog.

In these positions most of us know the idea is almost always to keep the opposing King from getting in front of the pawn. So, Rb3 is the logical move. Blacks only try to prevent White from sending the pawn forward is checking with the rook from the front. So..
1.Rb3 Rd8+ 2.Kc5 Rc8+ 3.Kd6 Kd8+ Kc7!
And the threat of Mate with Ra1 prevents Black from capturing the pawn, or even defending the rook.
after about 3 hour of analysis i believe Kc6 to be the correct move!!
