Depends on who is playing. If it’s Carlsen, Radjabov, or Aronian….they will play for the win. If it’s Anand, Topalov, or Kramnik….they would have agreed on a draw a long time ago.

I can’t see the win. Is it a draw because once you allow black to queen, can he keep checking you in the next move if you do not take the queen with Ra1xh1?

Very nearly exactly right, except that 1.Rd1? doesn’t work:

is drawn. This doesn’t work in the main line:

… is a win because Black can’t do much about 8.Rc1#. He can stall with a spite check 7…Qxh2+, but after 8.Rxh2, White mates shortly.
