Don’t see any way for White to win after:
1. … Rb8 2. Nb6+
If 2. Rxb8 Stalemate
If 2. Ra2+ Kb5 3. Rb2+ Ka4 4. Rxb8 Stalemate
Continuing: 2. .. Ka5 3. Kc4 Rg8 (3. .. Rxb6?? 4. Ra2#) 4. Rb5+ Ka6 5. Rb3 Ka5

My instant reaction
1….. Rb8 If white accepts rook it is stalemate.Alternate moves need probe.
Of course 2.Ra2+ Kb5.Black need not worry about losing the rook by
3.Rb2+ as he can move K back to a4.
Rb8 should draw this, though I don’t have time to be 100% sure. The key lines are
1. …..Rb8
2. Ra2 Kb5
3. Rb2 Ka4 and the rook can’t be taken at either move 2 or move 4 due to the stalemate. In addition, white can’t win if he allows the black king to escape by playing a move like 3.Nd6.
Finally,
1. …..Rb8
2. Nb6 Ka5
3. Nc4 Ka4 with the same stalemate theme.
…Rb8 seems to be the only move
to prevent mate

Ra2+ Kb5 does not help:
if this is followed by Rb2+
black simply goes back to a4
