Possibly Vera Menchik. While I don’t see a strong resemblance to her, I can’t think of another female player from that era that it might be.

That’s Women’s Chess World Champion
Elizaveta Bykova (or alternative spellings: Elisabeth Bykova, or Elisabeth Bikova, or Elisaveta Bykova). She was born on November 4, 1913 in Bogolyubovo, Russia and died on March 8, 1989 in Moscow). She was also an author and columnist about chess in the USSR.
The 5th Elizaveta Bykova Memorial tournament was held last year.
