1) Qxc6+ should win easily — e.g., bxc6
2) Ka6, and although Black has a few King-moves, sooner or later the c6 pawn falls. With the White King on the 6th rank, the pawn will promote.
Lenny is correct- 1.Qxc6 is the most direct win. Without the white pawn on the board, the position is a draw.
I am pretty sure all the winning lines here eventually require the sacrifice of the queen for the rook at some point to reduce down to a winning K+P vs K+P ending. After 1.Qxc6 bxc6, white must play 2.Ka6 to force the win since all the other moves are draws (I think none lose for white).
