IOC (International Olympic Committee ) does not recognise ranking by countries for any number of medals.

The I.O.C should be the arbiters of how medals are counted, as they are with all other aspects of the Olympics.
The IOC medal tally chart is based on the number of gold medals for country. Where states are equal, the number of silver medals (and then bronze medals) are counted to determine rankings.
This has to be the most childish bit of reporting I have ever seen, and actually in direct opposition to the Olympic spirit. The idea is to respect the efforts of your opponents, not attempt to belittle them.
